It's not hard to get into central Tokyo, or just drinking in the dorm or around Musashi Sakai or Kichijoji. Global House is not as new as the other dorms so not as fancy, but it's a fun atmosphere with a mix of Japanese and international students. Keep in mind that the younger students aren't legally of drinking age. Canada House may also be good.
